Obera’s Theory of Change is based on the understanding that contemporary climate and socio-environmental challenges stem not only from a scarcity of resources, but also from a disconnect between knowledge, financing, governance, and implementation. Although policies, investments, and initiatives aimed at sustainability exist, their effectiveness is often limited by institutional weaknesses, coordination difficulties, barriers to accessing resources, and insufficient learning and adaptation processes.

In this context, Obera acts as an organization that supports socio-environmental transformation by strengthening institutions, financial mechanisms, and governance systems through the production of applied knowledge, monitoring, evaluation, and learning (MEL), strategic advisory services, and the facilitation of participatory processes. Its work seeks to connect evidence, institutional capacities, and financial instruments to local realities and the needs of the various stakeholders involved in promoting sustainable development.

By integrating applied knowledge, institutional strengthening, and financing, Obera helps governments, civil society organizations, indigenous peoples, traditional communities, funds, and international organizations expand their capacity to plan, implement, monitor, and improve socio-environmental policies, programs, and investments. As a result, the initiative aims to strengthen governance processes, expand the use of evidence in decision-making, improve financial mechanisms, and promote greater participation by historically underrepresented groups.

Through this contribution, Obera seeks to support the development of more effective, inclusive, and sustainable climate and socio-environmental solutions, contributing to a just socio-environmental transition, the conservation of biodiversity, the strengthening of the rights of indigenous peoples and traditional communities, and the promotion of more resilient and sustainable development models.
